MANAJEMEN DAN KEPEMIMPINAN PEMERINTAHAN BERBASIS INOVATIF GOBAL

This paper examines the concept of governmental management and leadership as a systematic process of planning, organizing, and mobilizing resources to achieve public objectives effectively, efficiently, and with integrity. The urgency of shifting the paradigm from rigid technical bureaucracy toward social institutions focused on public welfare is highlighted. The Integrated Service Improvement Concept is introduced as an innovative management philosophy that integrates SMART culture (Self-Driven, Motivation, Action Oriented, Responsible Regulation, Team Collaboration), measurable targets (Smart Goals), and innovative leadership. Through four main pillars—system appreciation, variation understanding, leadership governance, and SMART psychology approach this concept transforms bureaucracy into a humanistic and adaptive social organism. Its implementation aims to create a work culture oriented toward excellent, transparent, and timely outcomes to modernize public sector management in Indonesia, enabling bureaucracy to operate as a service organism for public happiness.
