Abstract

The advancement of artificial intelligence (AI), automation, and digital transformation has fundamentally reshaped the paradigm of human resource (HR) planning. Conventional approaches emphasizing administrative functions and cost efficiency are increasingly insufficient to address the demands of dynamic, knowledge-driven organizations. This study aims to analyze the reconstruction of HR planning through the integration of smart culture, human capital, augmented humanity, and organizational agility. Employing a descriptive-analytical qualitative approach, the research draws on a literature review of strategic human resource management, digital transformation, organizational culture, and competency development. The conceptual synthesis identifies two interconnected dimensions of HR transformation: a philosophical shift from viewing employees as a cost center toward recognizing them as strategic human capital, and the institutionalization of smart culture through continuous learning, human–AI collaboration, data-driven decision-making, and cross-functional teamwork. This integration has the potential to strengthen organizational adaptability, innovation, and resilience. The study concludes that successful digital transformation depends not merely on technological sophistication but also on the alignment of human capability development, organizational culture, and responsible technology governance
